It's pretty consistent that the hour hand points to the hour exactly when the minute hand is right around 3 minutes to the hour. Sometimes 2 1/2 and sometimes 3 1/2. It's not a big deal, and the only time you would even notice it is right on the hour, and even then it's barely off.
